New Delhi: A revised list of 19 commandments had been issued for officers who serve for the civil services.
Prime Minister Narendra Modi had issued the list on Friday.
These commandments require bureaucrats to be driven by merits as well as be courteous and responsive to the public.
The Government of India has amended All India Services (Conduct) Rules,1968, in rule 3(1) after sub-rule (1) by inserting sub-rule (1A) and rule 3(2) after sub-rule (2A) by inserting sub-rule (2B) and these rules are called the All India Services (Conduct) Amendment Rules, 2014.
The PM further wants officers to be politically neutral, make a declaration of any private interests that they may have as regards their public duties, ensure any decision they take is not aimed to benefit family and friends, and also make efficient use of public resources.
The rules states, “Every member of the service shall make choices, take decisions and make recommendations on merit alone.”
The rules require officers to maintain confidentiality in government matters, particularly those that relate to national security; concern strategic, scientific or economic interests of the nation; friendly ties with foreign countries etc.
The amendment said that bureaucrats will be responsive to the public, particularly to the weaker section and extend courtesy and good behaviour during the discharge of their duties.
