Kiran Reddy urge President to withdraw Telangana Bill

Kiran Kumar ReddyHyderabad: Andhra Pradesh Chief Minister Kiran Kumar Reddy had urged to recall the Telangana Bill as it was sent without following the constitutional rules in a move seen by analysts as a last-ditch effort to scuttle the formation of Telangana as new state of country to President Pranab Mukherjee. Several MLAs from Seemandhra had also urged to President over the recall of draft bill.

Kiran Kumar Reddy had given the example of Uttar Pradesh, Bihar and Madhya Pradesh, where the states were reorganized only after resolutions were passed in their respective assemblies during the 30 minute meeting which their office called as ‘routine’.

The meeting of Andhra CM was followed by meeting with the TDP MLAs from Seemandhra, under the protection of Forum for United AP in the evening, where the leaders demanded that the very draft bill must be recalled as it had been sent to the state assembly in an unconstitutional manner.

The meeting assumed significance as it came two days after chief secretary PK Mohanty forwarded to the Union home ministry representations of the Seemandhra leaders, seeking state of objects and reasons for the draft Andhra Pradesh Reorganisation Bill-2013, tabled in the state assembly last week.

In the interim, a delegation of the Telangana Rashtra Samithi (TRS) led by MPs G Vivekannanda and Manda Jagannatham met the President, who is in the city on his winter south sojourn, and urged his intervention to expedite the process of formation of Telangana state.

Minister for minor irrigation, TG Venkatesh said, “The chief minister is determined to stall the division by any means, and it is obvious that he advocated for united AP when he met the President.” “We still believe the CM would be able to save the state from disintegration.”

Pointing out loopholes in the draft bill, Kiran Kumar is learned to have explained how the division being carried out in the present format was detrimental for both Seemandhra and Telangana.

TDP MLA Payyauvula Keshav said, “Our contention is that the Congress is carrying out the bifurcation for its own political benefits. The draft Bill that has been sent to the assembly is half-baked, while it mentions no objects and reasons. As it is completely defective, we urged the President to recall the Bill. And he gave us a patient hearing.”

Vivekananda said, “We demanded that the draft Bill be deemed to have been discussed in the assembly as it has been tabled and the Seemandhra legislators are not allowing the House to transact its business.”
