New Delhi: With Delhi CM Arvind Kejriwal resigning on Friday after the Assembly rejected his move to introduce the Jan Lokpal Bill, the decks have been cleared for lieutenant-governor Najeeb Jung to take over as administrator of the National Capital Territory.
While Kejriwal, as a matter of practice, will be asked to continue as caretaker CM for the time being, Jung is likely to send a report to the Union home ministry on Saturday, recommending that President’s Rule be imposed in Delhi NCT.
Now that there is a political vacuum, the lieutenant-governor in his report will recommend President’s Rule till a party stakes claim to form the next government.
The Delhi Assembly will be kept in suspended animation. In fact, the most recent parallel for a situation like Delhi was seen in Jharkhand, where after a spell of President’s Rule and the Assembly being in suspended animation, the Jharkhand Mukti Morcha with the support of the Congress formed the government under the leadership of Hemant Soren.
Senior Supreme Court lawyer Harish Salve told this newspaper that the BJP could be given another chance to form the government. Senior lawyer Raju Ramachandran noted after the resignation procedure was complete; Jung will have to report to the Centre.
Former additional solicitor-general K.N. Bhat said the Jan Lokpal bill will have to be resurrected in the next session of the Delhi Assembly.
