#NewDelhi /#Dehradun : The Supreme Court on Friday cleared the decks for ousted Uttarakhand CM Harish Rawat to take a floor test in the assembly on 10th May. 11 AM to 1PM, but nine disqualified rebel Congress MLA won’t be allowed to vote.

President’s rule will be temporarily lifted for 2 hours in Uttarakhand when the vote of confidence will take place:
Principal Secretary, Legislative Assembly, will come to the apex court on May 11 with all documents including the videograph of the proceedi
Our observation will not come in way or prejudice the case of disqualified MLAs which is subjudice before HC:
The President rule shall be revived after the conclusion of floor test at 1 PM on May 10,
SC says 9 rebel Cong MLAs, whose plea against disqualification by Speaker is before HC, will have no right to vote if their status remains ,
The result of the voting shall be placed before this court in sealed cover on Wednesday, May 11
The entire proceeding shall be videographed so that it can be perused by the court if required
Similar procedure shall be adopted by those members voting against the motion:
Members voting in favour of motion shall singularly vote and raise hand one by one and that will be counted by Principal Secretary, Assembly
The Principal Secretary, Legislative Assembly, shall see that the voting is peaceful and recorded:
SC says during the trust vote, those in favour of motion will sit on one side of the House and those against on other side.
We direct Chief Secretary, state DGP to see that all qualified members participate, attend the proceedings in the Assembly, without any hind SC,
All officials of Assembly to follow in letter and spirit the procedure and there shall not be any kind of deviation: says Supreme Court,
The apex court also said that the nine disqualified rebel Congress MLAs can’t vote in the Confidence Motion during the floor test in Uttarakhand Assembly.
Earlier, the Centre had also agreed to hold a floor test in the Uttarakhand Assembly under the supervision of the Supreme Court.
Attorney General Mukul Rohatgi told the apex court to appoint an observer and that it should be a retired Chief Election Commissioner ,
